General Information about Albanian Passport Application (in Albanian Embassy/Consulate)
General information about the Albanian Biometric Passport
• The validity of the passport is 10 years for adults and 5 years for citizens under 16 years old.
• For Albanian citizens who have turned 16 years old, an application for an Electronic ID Card is required at the same time in case the applicant does not have one.
• Citizens under the age of 16 must complete the procedures for applying and retrieval of the biometric passport based on the relevant legal instructions: https://qbz.gov.al/eli/udhezim/2020/09/02/289
• Prior to normal or FT application for Biometric Passport at Aleat Office, all applicants who enroll for the first time or when the current Passport is produced till 31 December 2011, the Police self-declaration must be done electronically at the service address: https://e-albania.al/eAlbaniaServices/UseService.aspx?service_code=13851, on the e-Albania portal.
• The Applicant must be present during the Application.
• Citizen may enroll at Aleat Office only with the approval of the CSO Official
• The Application and Distribution process may change according to the legislation in force. Please consult the legislation in force, the Ministry of Interior / Ministry for Europe and Foreign Affairs of Albania for the latest processes.
Steps for obtaining Biometric Passport - in Albania:
1. Albanian Post Offices sh.a. - Purchase of the Voucher
2. Police Commissariat - Self-Declaration Form (required only for applications for the first time or when the current Passport is produced till 31 December 2011)
3. Aleat Office (Municipality / Administrative Unit) - Application
4. Aleat Office (Police Station) – Distribution
1. Albanian Post Offices sh.a. - Purchase of the Voucher
• Passport Voucher has a cost of 7,500 Lekë (15 days).
• Passport Voucher for Fast Track application has a cost of 18,000 Lekë (2-3 days).
2. Police Commissariat - Self-Declaration Form
The Police self-declaration form for issuing or renewing a passport is done online at the address: https://e-albania.al/eAlbaniaServices/UseService.aspx?service_code=13851, at the e-Albania portal, and after receiving the approval by the Police you will be able to book the date and time for the appointment at Aleat Offices.
The police self-declaration form is required only for the following cases:
• First time application for a biometric passport
• Re-application for a biometric passport issued until 31 December 2011
Note: The self-declaration form is sent physically or electronically by the police commissariat to the Civil Status Office where the citizen will enroll for a biometric passport.
3. Aleat Office (Municipality / Administrative Unit) - Application
• The application for a biometric passport is made in every Municipality / Administrative Unit that has an application office in which the citizen is registered. (See the Map)
• The application with fast track procedure for biometric passport is done in the designated application offices. (See the Map)
Application Process in case the Biometric Passport is for the first time:
• Purchase of the voucher at the Post Office
• Valid electronic ID Card - or apply at the same time as the biometric passport
• Police self-declaration form (electronically in eAlbania)
• Booking of the appointment online at rezervo.aleat.al only after the Police self-declaration form is sent to CSO Official
• Be present at the Aleat application office at the scheduled time/date
Application process in case of loss/theft/block of the Biometric Passport
• Purchase of the voucher at the Post Office
• Valid electronic ID Card - or apply at the same time as the biometric passport
• Self-Statement attestation for loss/theft/block of Biometric Passport with accurate data of the document/citizen – (attestation obtained physically from the Police Commissariat or electronically from e-Albania portal in case of lost document: https://e-albania.al/eAlbaniaServices/UseService.aspx?service_code=14922). • Police Self-Declaration Form (if the previous lost/stolen/blocked passport is produced until 31 December 2011)
• Booking the appointment online at rezervo.aleat.al
• Be present at the Aleat application office at the scheduled time/date
Note: If the citizen has a sequestered passport, he must submit the sequestration report according to the legal instructions of the State Police.
Application process in case of data change, damage, renewal of the Biometric Passport
• Purchase of the voucher at the Post Office
• Valid electronic ID Card - or apply at the same time as the biometric passport
• Original Biometric Passport - which is damaged by ALEAT at the time of application by cutting the MRZ* area
• Police Self-Declaration form (if the previous passport is produced till 31 December 2011)
• Booking the appointment online at rezervo.aleat.al
• Be present at the Aleat application office at the scheduled time/date

4. Aleat Office (Municipality / Administrative Unit) - Distribution
• Passport Retrieval is done at the Police Commissariat under jurisdiction, by the applicant or with special power of attorney as in the application.
• The time needed for the production of a passport is 15 days and for a passport with fast track procedure 2-3 days (excluding the days off of official holidays). In case of incorrect documents, the production time lasts more days.
Note: Only steps 3 and 4 are managed by the Aleat company. Aleat is committed to carry out all the required processes in these two phases in the best and most effective way.
